Unfortunately, it is not possible to import jpeg image as a background. However, you may create a .kml/.kmz file with Google Earth Pro data and make it available in the app in order to plan a flight. For more information: https://support.pix4d.com/hc/en-us/articles/218051003
However, the feature is not yet supported on iOS devices.
Regarding the background map, it is possible to cache them before going to the field when you have internet connection in the office. Make sure to load several levels of map zoom to save them in the cache.

Here is a vote for allowing selection of a different background map/image in pix4dcapture on iOS - another possible way to make up for not being able to import a KML for flight planning in critical areas. I could serve myself some imagery with the flight area delineated.
