Could this have another check box?
one check box to “show measurement labels”… exactly the same as at present
one check box to “show annotation labels”… which would be to show ALL of the features in a way similar to what you see when you hover over a feature on the map, or hover over a feature in the list.

Simply go to the Viewer settings and then mark the check box Show names
