What is the local coordinate system


Could anyone kindly tell me that in the statement that “This information is used by computer vision users. The positions and rotations of the cameras are defined in a local coordinate system. In order to get the values in the definition mentioned in How are the Internal and External Camera Parameters defined? article, the rotation around the X-axis and the offset needs to be applied.”, what is the local coordinate system referring to? Camera coordinate (have z-axis point to camera) or body coordinate ( have z-axis point to scene )?
