For annual subscriptions, is the entire 30,000 photos available up front? Or are they still limited to 2,500 a month? Our business goes up and down month to month, it would be better for us to just have a yearly allowance.

Yes if you purchase the yearly license, it is up to you to choose how to use the 30000 photos available.
It is possible to change from monthly to yearly through the Subscription plan page. For that,
- Go to the top right corner,
- Click the user icon to open the user menu,
- Click Subscription Plan,
- Click Manage Plan,
- In General settings click “Change to yearly” as you can see in the following screenshot.
