What is the maximum height UAV with GoPro Hero3+ Silver camera (10MP) should fly to achieve a map of scale 1/1000 or 1/2000?

Take a look at “Ground Sampling”.
You can do a field of view calculation based on the resolution of your camera and the desired pixel size (calculated from desired scale) to determine the minimum height you must fly at to get the scale you want. It’s just some trigonometry.
